A Practical Guidebook for Performing Software Capability Appraisals

Abstract

This guidebook provides practical guidance on why software capability appraisals are performed and how to prepare for them. It incorporates lessons learned from past and recent Software Development Capability Evaluation (SDCE) appraisals and provides example instructions and an initial set of questions to be tailored for a specific program. Also provided are new questions and criteria for evaluating the contractor's processes for developing COTS software-based systems.
