Strategic Airlift: Supporting the Theatre Commander

Abstract

The new millennium has produced increased operations tempo for the U.S. military. Homeland Defense and the War on Terrorism increase the requirements for strategic airlift. The vision and doctrine of the services all espouse agile mobility coupled with firepower as the cure for downsizing. The service visions and doctrine are designed to stand alone, but taken together compete for the same airlift resources. The airlift requirement is not based on these publications, but rather on the findings of several mobility requirements studies. The theatre commander will increasingly rely on forces that move strategically to his theatre from CONUS, as overseas presence and infrastructure shrink. This reliance will create competition for scarce airlift resources. Additionally, changes in the capability of the airlift platforms to direct deliver could provide new capabilities to the warfighter.
