Function and Decision - The Modeling of Selected Ancillary Activities in a Medium Sized Hospital
Abstract
The Bassett Army Community Hospital (BACH) is located in the interior of Maska on Fort Wainwright just outside the city of Fairbanks. BACH is the northernmost military hospital in the United States and the BACH staff contends with several location specific issues. These issues include "cartel-styled" pricing practiced by doctors in the civilian sector, the extremes of an Arctic climate, and the high costs associated with re-supplying a remote hospital. The facility was built in 1952 and there have been limited major upgrades and renovations to the building since that time. Several minor renovations of the "band-aid" variety have occurred. These projects were designed as temporary fixes only. A new facility is currently planned to begin in 2000. A survey of the hospital's challenges revealed several departments struggling with the legacy and future. Many departments have operational issues but questions arise concerning the level of effort to be applied when ground will be broken on a new facility in a few years. The majority of renovation efforts have revolved around inpatient wards and operating rooms. Officers working in the ancillary services revealed staffing and physical layout problems which could be addressed with simulation.
