MTF Computerized Decision Support for Chemical Hazard Emergencies

Abstract

Funding for the project was received in April 2003. Immediately after receipt of funding, the principle investigator and co-investigation staff at CTA initiated work to establish a statement of work for the project contracting actions. Furthermore, the CTA explored the option of using a CRDA to work with the private sector on the development of the initial CDC HAZMAT protocol algorithm application. EAMC JAG, AMEDD C&S JAG, and MRMC JAG offices were all consulted. This resulted in a series of meetings and teleconferences regarding the appropriate means of establishing a CIWA through JAG for this project. In August 2003, a CTA representative met with the MRMC JAG office to discuss the project in detail. MRMC JAG advised that policy changes be made to ensure that future projects could be staffed through their office, but not to pursue a CIWA for this specific project. The SOW was forwarded to the government contracting office for competitive bid immediately after this meeting. The contract was awarded to a commercial vendor on September 30, 2003. The contract deliverables outline two phases. Phase 1 requires the commercial vendor to establish a software design and development report, based upon government specifications, for COTR approval prior to application programming. Phase 2 will be the application development effort. Phase 3 of the project, will be the government led evaluation of this application, as outlined in the grant study design. At this time, phase 1 will be completed by 1 January 2004, and phase 2 will be completed by 1 April 2004. Controlled evaluation of the software will be completed by 1 July 2004.
