Size Matters: Barriers to Entry in the Microelectronic Industry

Abstract

The semiconductor manufacturing industry is facing significant and growing barriers to entry that could drive certain market segments toward overcapacity or noncontestable oligopoly. Currently conditions warrant only limited government, action, but U.S. policy-makers should continue to monitor the industry.
