Tri-Service Remedial Project Manager's Handbook for Ecological Risk Assessment

Abstract

This handbook is written for the person that manages the Ecological Risk Assessment (ERA) process to ensure that it stays on schedule and meets budget and regulatory requirements. The objectives* of this handbook are to give the Remedial Project Manager (RPM) of a hazardous waste site at Department of Defense (DoD) facilities: (1) An overview of the ERA process that complies with current regulations and laws, (2) Listings of when and where to seek technical assistance, (3) A list of Key Terms cross-referenced for use in ERAs, (4) Some "Rules of Thumb" for overseeing ERAs, (5) Internet sites with useful information for performing and managing ERAs. This handbook, written in easy to read format, is an updated summary of the Tri-Service Procedural Guidelines for Ecological Risk Assessments and is designed to help the RPM understand the ERA process, This handbook does not, per se, show the reader how to manage the ERA. However, it can be used by the RPM as a management tool. This handbook distinguishes between the ERA approach used by the Army and Air Force and the approach used by the Navy. Both approaches incorporate procedures from the U.S. Environmental Protection Agency ERA Guidance for Superfund.
