Abstract

This handbook describes the range of planning and construction activities associated with the contingency refugee operations. It is designed to augment Air Force Instructions, the United Nations High Commissioner for Refugees (UNHCR) Handbook for Emergencies. and the United States Agency for International Development (USAID) Field Operations Guide. Nothing in this handbook is directive or mandatory. but presents ideas and concepts to consider throughout the initial planning phase and construction phase. This handbook is intended for use by deployed military. civilian and contractor personnel who may be tasked to plan and build a refugee camp.
