The Joint Warfighting Center, Joint Doctrine Series, Pamphlet 2, Doctrinal Implications of Low Collateral Damage Capabilities
Abstract
This US Joint Forces Command (USJFCOM) Joint Warfighting Center (JWFC) pamphlet Doctrinal Implications of Operational Net Assessment is part of a "Joint Doctrine Series" intended to facilitate changes to joint doctrine based on the good ideas and other results that emerge from the Joint Concept Development and Experimentation Program and related joint doctrine development initiatives. The primary purpose of JWFC Doctrine Pam 2 is to raise awareness promote debate and discuss doctrinal implications associated with the initiative to develop and field an operational net assessment (0 NA) capability for the joint force. Operational net assessment is one of the important enablers for the Standing Joint Force Headquarters (SJFHQ) one of USJFCOM's top transformation priorities. ONA is a new approach that has the potential to improve dramatically what we know about all elements of the battlespace. This approach integrates people processes and tools which use multiple information sources and collaborative analysis to generate products that improve decision-making. The goal is to develop the kind of actionable knowledge that helps decision-makers focus capabilities when where and how needed to achieve desired outcomes.
