Abstract

U.S. Army Woodbridge Research Facility (WRF) was used in the past as a major military communications center and a research and development laboratory where electromagnetic pulse energy was tested on military and other equipment. "RF is presently an inactive facility on the Base Realignment and Closure (BRAC) list. Past investigation activities indicate that PCBs are a primary chemical of concern. The WRF is presently in the process of being turned over to the USFWS to be used as a wildlife refuge and training facility. This task calls for provision of the necessary staff and equipment to provide remedial investigation/ feasibility support for the USAEC BRAC Program investigation at WRF. The scope of work includes Focused Feasibility studies, Remedial Investigations, Feasibility studies, ecological assessments, risk assessments, proposed plans, RODS and community relations support. This Sampling and Analysis Plan, Vol II: Quality Assurance Project Plan presents the data quality objectives, proposed laboratory methods for chemical and physical methods, and standard operating procedures for field operations.
