Abstract

This report contains the results of the analysis of strategy options for the further development of the German military (Bundeswehr) on behalf of the commission, "Common Security and Future of the Bundeswehr." The underlying model takes into account inter-dependent variables such as number of personnel, length of service, basic structure, percentage of part-time forces, condition of weaponry, operational intensity, and defense spending. A new aspect of the methodology is the calculation of a so-called capacity level, which measures the qualitative characteristics of armed forces such as weapons and training, readiness and durability, on the basis of spending for investment and operations(excluding personnel costs). Using 1.0 as Great Britain's capacity level, the Bundeswehr comes in at 0.38. To reach parity with Great Britain, the German defense budget would have to rise by about 75 percent.
