Assessing Team Detailing End-user Satisfaction

Abstract

In 2002, the Navy's Enlisted Assignments Division (PERS-40) implemented a new process, called Team Detailing, to increase the interaction between the detailer, the Sailor, and the Sailor's Command Career Counselor. It was hoped that this increase in interaction would formalize the detailing process, including use of Professional Development Boards to assist the Sailor in determining career-enhancing billets (or jobs). It was also hoped that Team Detailing would maximize the likelihood that both the needs of the Navy and the needs of the Sailor would be met. This study included surveys that evaluated the Team Detailing process from the perspective of the two main end-user groups: (1) Sailors and (2) Command Career Counselors (CCCs). A random sample of Sailors who were detailed through Team Detailing were selected to participate (n=11,955) and all CCCs were invited to participate in the survey (n=1,064). The response rate for Sailors and CCCs was 24% and 32% respectively. Overall, there were some positive findings, particularly the percentage of Sailors who felt they were treated fairly by their detailer (71%) and who believed detailing would provide a career-enhancing billet (65%). The notable area of concern was the lack of career guidance provided to Sailors.
