Workshop Introducing Innovation and Risk: Implications of Transforming the Culture of DoD

Abstract

On 21-22 October 2003, the Institute for Defense Analyses hosted a workshop on issues facing DoD in transforming its culture from the today's Industrial Age to one more prepared for and accepting of the Information Age. The workshop, sponsored by the Office of Force Transformation, provided findings and recommendations on three issues: (1) cultural changes that could enable or facilitate transformation, (2) obstacles to be overcome that impede transformation and innovation, and (3) means to achieve the desired outcomes. We concluded that although many good activities relating to transformation are ongoing, transformation itself is not well understood. Transformation is seen as just another task among many, not one critical to future organizational success. Organizational change techniques exist, but no systematic change process is in place.
