Development of the StratWar Wargame Software

Abstract

StratWar, a computerized strategic nuclear wargame, developed for the Air Command and Staff College, faced serious political and technical challenges during its development. It survived to become a success that was voted the "Highlight of the Academic Year" by 500 Air Command and Staff College students and faculty who played the game in its debut at the Air Force Wargaming Center in spring of 1990. This is an account, including a narrative and a critical analysis, of the 18-month development of the wargame written by a member of its programming team.
