Abstract

RAND Review is published periodically by the RAND Corporation, a nonprofit institution. The mission of the RAND Corporation is to help improve policy and decision making through research and analysis. Titles of articles appearing in this publication include: 1) Localize the Remedy: Community efforts can ameliorate poor quality of care; 2) Selective Service: Bring back the draft in Iraq, not here; 3) Foot in Mouth: Finding better uses for policy research; and a Special Section entitled, Trials and Tribulations: Expert witnesses chart the future of American civil justice. Issue also includes world news addressing counterinsurgency in Iraq; lingering racial inequities; Mexican sex workers and HIV; and an editorial commentary on racial profiling.
