The Collins Center Update. Volume 3, Issue 2, January-March 2001

Abstract

This issue of The Collins Center Update focuses on eight activities. "Evolving Policy for Homeland Defense" reviews the highlights of a speech by Prof. Bert B. Tussing at the MARFORPAC Nuclear, Biological, Chemical Defense Readiness Seminar in Camp Pendleton, CA. Prof. Tussing's talk addressed recent important studies surrounding the Homeland Defense issue, their potential impact on the Bush Administration, and the effect they may have in influencing legislation in the 107th Congress. "Conventional Deterrence in the First Quarter of the New Century" summarizes a workshop that reviewed the role and importance of conventional deterrence to the national defense. Four groups examined future threats to the interests of the United States and assessed the feasibility and applicability of conventional deterrence in the context of disparate scenarios set in the year 2017. "Army Transformation War Game (ATWG) Logistics Estimate Support" summarizes a workshop that was designed to prepare players and support materials for the ATWG 2001. "Responding to Challenges in Central Asia and the Caspian Basin" describes a conference that focused on disaster response planning. "Strategic Crisis Exercise" is a capstone exercise that allows Army War College students to assume leadership positions and to experience, first hand, challenges they can expect to encounter during future assignments. Students role play military commanders as well as senior leaders at the Department of State, DoD, OSD, and the National Security Council. "Kosovo After Action Review" describes an effort to examine Title 10 execution in the Kosovo area of responsibility. This issue also includes "Support to the Virginia National Guard" and "Tactics, Techniques and Procedures Manual Development Conference," which was held to gather information for a Peace Operations TTP Manual Program Directive.
