Army Contractor and Civilian Maintenance, Supply, and Transportation Support During Operations Desert Shield and Desert Storm. Volume 2: Data Details and Summaries

Abstract

The report is divided into two chapters. The first chapter, Data Summaries, is divided into three sections: U.S. contractors, foreign contractors, and DACs. The section on U.S. contractors contains a record for each of the 76 U.S. contractors that provided support during Operation Desert Shield/Storm (ODS/S). The section on foreign contractors contains 23 records, one more than the number of foreign contractors that provided support; that extra record was used as the "place holder" to aggregate those truck and bus drivers who served in each war phase but who could not be directly linked to a contractor. Each record uses the same report format. The second chapter, Cost Summaries, shows the costs associated with each U.S. contractor's efforts during Operation Desert Shield/Storm (ODS/S). Unless otherwise indicated, the data reflected here were provided by the contractors. When contractor data is not available, we substituted data provided by the major subordinate commands (MSCs). In each case, we attempted to correlate the contract data with the MSC data. Because of the uncertainty of data presented in this second chapter, we caution the reader not to attempt any type of computation, correlation, or extrapolation to derive information such as man-day costs, etc. We included the data to give the reader a "ballpark" feel for the costs involved. If required, we suggest that the appropriate MSC Directorate of Acquisition be queried for more definitive data.
