Implementing a Strategically-Focused Science and Technology Program for Missile Defense

Abstract

This paper outlines how MDA could adapt and implement management methods developed in IDA Paper P-3764 (May 2003)-Science and Technology in Development Environments, to implement a strategically focused S&T program. It presents an implementation blueprint that focuses on (1) radical innovation promotion; (2) strategic technology steering; (3) S&T networking and outreach; (4) analytical techniques for S&T planning and management; and (5) modeling and simulation.
