A Systems View of the USMA Staff Redesign

Abstract

For nearly two years, the US Military Academy (USMA) and West Point have wrestled with how to internally restructure in response to the military-to-civilian conversion of duty positions and the separation of USMA mission and West Point garrison responsibilities mandated by the Installation Management Agency (IMA). In September 2004, the Superintendent of USMA directed a review of previous work on the problem, and recommendations for dealing with the impact of MIL-CIV and IMA on the Academy. Research for this report reveals that the current USMA staff elements essentially function as separate, activity-centric, stove-piped entities; a major hindrance to the Academy's pursuit of excellence and higher performance. This report presents a USMA staff design that will align and enhance the synergy between USMA staff elements, lower levels staffs, and the West Point Garrison Command.
