Public Diplomacy, Cultural Diplomacy: The Debate Over USIA

Abstract

This paper explores the continuing argument over the effectiveness of USIA as America's official instrument of public diplomacy. It will not concentrate on the arguments about the proper relationship of Voice of America (VDA) to the United States government. That opens another, separate literature of controversy. The particular concern here is the questions of suitable exponent of American Culture. Throughout 1987 there the agency and put its several functions in the hands of other institutions.
