Africa's desperate plight is an ugly reminder that the end of the Cold War does not necessarily foretell of a better New World Order to come. The deepening of Africa's multilayered development crisis, and the horrific roll It is taking on millions of lives, is almost Ignored as the world's attention is riveted on the collapse of Soviet Empire.
