Umpire Manual

Abstract

This manual is applicable specifically to field maneuvers (two-sided). It may be used in field exercises (one-sided), command post exercises, and various other forms of applicable training so far as appropriate. Section I, General, addresses the definition of maneuvers, the director's role, the need for umpiring, status of umpires, relation of troops to umpires, identifications, and control flags. Section II, System of Umpiring, examines the basis of umpiring, decisions, and successive decisions; fire power, including the determination of infantry fire power and the effects of artillery and tanks; losses in terms of infantry, field artillery, horse cavalry, armored vehicles, antitank guns, materiel, animals, and airplanes; obstacles and delays; marking artillery fire; and miscellaneous, including chemicals, blank ammunition, airplane attacks, motor vehicle lights, and prisoners. Section III, Umpire Personnel and Duties, looks at the duties of infantry battalion umpires, field artillery battalion umpires, company umpires, tank umpires, and fire umpires. Section IV, Umpire Training, focuses on the program of umpire training, applicable problems, and field maneuvers. This manual will be used by the field forces pending publication by the War Department of Field Manual 105-5, Umpire Manual.
