NATO Expansion: The Path to European Security

Abstract

On January 12, 1994, President Clinton committed the United States to NATO's eastward expansion, telling Central Europe's leaders that it was not a question of "whether NATO will take on new members but when and how"2. Mr. Clinton's statement begged the question "Why?". While he had acknowledged only the week before that there was "not a consensus" within NATO for expansion, his determination to expand alliance membership was clear.3
