In response to this upwelling in world order, the Clinton Administration reshaped national security strategy in order to engage the world's nations and enlarge the community of democracies Central to the Administration's strategy of engagement and enlargement is expanding the global marketplace Intertwining the economies of the world is aimed at pacifying the planet by reducing the utility of the military instrument of foreign policy A key priority in the Administration's foreign policy is to stabilize and transform Russia's economy in order to avoid another Armageddon death watch.
