2020 Vision

Abstract

In June 2000, the Chairman of the Joint Chiefs of Staff, Gen Henry H. Shelton, published Joint Vision 2020 (JV 2020) with the goal of recasting the existing Joint Vision to better prepare the armed forces of the United States for the future.1 Critics assert that JV 2020 lacks the analytical focus needed to guide the necessary transformation of the US military in order to meet the security challenges of the 21st century.2 In this paper, I intend to show that JV 2020 is an indispensable document that succeeds in its purpose in four key areas. First, it provides continuity to the armed forces ongoing transformation process by building on key features of the original vision. Second, it accurately redefines the threats and challenges of the 21st century security environment. Third, it describes and links key strategic concepts and operational capabilities that are relevant to this new environment. Fourth, it outlines the way ahead for developing and implementing these capabilities.
