Transforming DOD Capabilities. A Matrix Approach

Abstract

The transformation of the Department Of Defense (DoD) to a more lean, lethal, and agile force is dependent upon its ability to adapt force structure to meet near-term and long-term threats.2 "Scenario 2005" describes a process designed to dramatically enhance DoD's ability to develop force structure to meet these threats. The proposed Capabilities Matrix Process provides an alternative to the current force-based requirements process embedded in the Planning, Programming, and Budgeting System (PPBS).
