Defense: FY2006 Authorization and Appropriations

Abstract

The Senate resumed consideration of its version of the FY2006 defense authorization bill (S. 1042) on November 4. A conference agreement on the defense appropriations bills (H.R. 2863) has been held up because the House has not formally appointed conferees, and the House leadership may want to use the defense bill as a must-pass vehicle for other measures such as an across-the-board spending cut. Since October 1, the Defense Department has been funded by the Continuing Resolution (H.J. Res. 68) that permits operations at the lower of the FY2005 or the House-passed level and allows no new program starts.
