USMC Fire and Emergency Services: A Comparative Business Case Analysis

Abstract

This Business Case Analysis examines and compares organizational alternatives for providing Fire and Emergency Services (F&ES) for the United States Marine Corps. A number of initiatives are in progress to improve resource use within the Department of Defense (DoD) and each military service. Moreover, recent federal legislation identifies DoD emergency services within the scope of these initiatives. This report analyzes the organizational structure of Marine F&ES to establish effectiveness and output measure baselines. It then compares the baselines with effectiveness and output measures of organizational alternatives. Four alternative organizational structures were compared: military departments, civil service departments, outsourced departments, and consolidated departments. The most viable alternative, a consolidated F&ES structure, shows the potential to reduce labor costs and enhance emergency service capability. Considering the critical contributions of Marine F&ES to installation and contingency operations, the author recommends a combined Aviation/Ground stakeholder review of Marine F&ES consolidation as part of ongoing force optimization and enhanced force protection initiatives. The labor efficiencies and enhanced emergency service postulated through F&ES consolidation propose significant net gains for the Marine Corps. During the course of this study, site visits were made to Camp Pendleton, MCAS Yuma, Beale Air Force Base, and Naval Air Station Lemoore. Reports from those visits are included in the appendixes, as are excerpts from pertinent documents, a F&ES questionnaire, and the results of interviews with four U.S. Marine ARFF members deployed in support of Operation Enduring Freedom and Operation Iraqi Freedom. The marines provided testimony regarding the myriad of emergency service scenarios ARFF Marines are experiencing.
