Halting the Myths: Understanding and Applying a Joint "Halt Phase" Concept

Abstract

In the summer of 1996 General Ronald Fogleman Chief of Staff of the United States Air Force endorsed a Headquarters Air Force staff proposal unprecedented since the implementation of the Goldwater-Nichols Act of 1986-and became the first Service Chief to non-concur with a Combatant Commander's major Concept Plan (CONPLAN) on the basis of the plan's fundamental strategy. The plan in question was a Commander in Chief (CINC) Central Command (CENTCONI) design for the defense of Kuwait and Saudi Arabia against an Iraqi attack General Fogleman contended the plan applied air power inappropriately, which would result in unacceptable casualness loss of territory and resources and excessive prolongation of the conflict.
