Distributed Operations: Translating Tactical Capabilities into Operational Effects

Abstract

The Marine Corps Concept for Distributed Operations (DO) builds on the concepts of Operational Maneuver from the Sea and Ship to Objective Maneuver. It envisions dispersing highly-capable, networked, tactical units across the battlespace to maximize the Joint Force Commander's operational reach and the effects of Joint Fires through the generation of operations driven by timely, persistent, actionable intelligence. Distributed operations will enhance the Joint Force Commander's ability to leverage operational intelligence, maneuver, and fires in a manner that optimizes the effects of the operational factors of Force, Time, and Space. This will enable the Joint Force Commander to translate the tactical capabilities provided by DO into operational effects. A historical case highlighting the British 22nd Special Air Service Regiment's distributed operations in the Falklands/Malvinas Conflict is used to illustrate how this can be achieved. Finally, obstacles to employing DO in a Joint Environment are identified, and recommendations for overcoming these obstacles are provided.
