Proposed Web-Based Architecture for the Interoperability of Naval Aviation IETMs

Abstract

This report documents the results of a study sponsored by the Naval Air Systems Command (NAVAIR) which is recommending an Architecture for Naval Aviation Interactive Electronic Technical Manuals (IETMs) based on the technology, industry standards, and commercial software products being developed for the World Wide Web The objective of the NAVAIR Study effort has been to propose a high level IETM Architecture to guide and standardize IETM acquisition, management, and display that: 1) will enable, for the end user, maximum interoperability of Technical Information to meet the needs of the Naval Aviation community in supporting the Naval Logistics Information Strategy Plan; and 2) will also serve as the basis for a DoD-wide adoption of the proposed approach, to be based on pilot-test programs that will assess the applicability of the Architecture to supporting IETMs for candidate weapon systems of the Military Services. The recommended Architecture, called the Navy IETM Architecture (NIA), is documented in this report including a summary of what will eventually be four Performance Specifications for the following areas: 1) Object-Encapsulation Specification needed for definition of the delivery, transport, and structure of the IETM View Packages. 2) Intranet Server and Database Interface Specification. 3) Browser Specification. 4) Electronic Addressing Specification. While directed at the requirements of the Naval Aviation Community, the architecture as recommended has been specifically targeted as a Navy wide architecture. It has also been proposed as the basis for a DoD Wide IETM Architecture Study and a formal 18-month effort to conduct this effort has been initiated starting in December 1997 and is sponsored by the DoD CALS Office and the Joint Commanders Group for Communication and Electronics.
