Smart Building. Volume 1: Executive Summary
Abstract
The Defense Threat Reduction Agency conducted a technology demonstration called the "Smart Building" Program in support of the 2002 Winter Olympics. It showed that a facility could be protected from chemical and biological warfare agents and radiological particulates using commercial off-the-shelf hardware. The facility selected was the Social Hall Plaza building in Salt Lake City, Utah. The key elements of the Smart Building system were infrastructure protection and consequence assessment. The infrastructure protection team developed a comprehensive, automated, modular, transportable CBR protection system and integrated it into the Social Hall Plaza. The system provided positive pressure collective protection, chemical, biological and radiological detectors, automated HVAC response, notification procedures, emergency decontamination provision, and physical security to regulate vehicle and pedestrian traffic. The consequence management team provided the capability to assess the potential or actual impact of a threat event through the use of hazard modeling software tools at a Consequence Assessment Center, using E-Team (Registered) incident management system. Developing the CAC involved the use of Geo-spatial Information Systems, population database development, and the linking of the Olympic Coordination Center to first responders, and remote sites to the incident management system. This executive summary is Volume 1 of six volumes, each addressing a particular aspect of the program.
