Measuring Stability and Security in Iraq

Abstract

This report to Congress is submitted pursuant to the section entitled, "Measuring Stability and Security in Iraq" of House Conference Report 109-72 accompanying H.R. 1268, Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, 2005, Public Law 109-13. This is the second report in the series; the previous report was issued on July 22, 2005. The report addresses the issues specified in the Conference Report and is divided into two sections corresponding to those identified in the Conference Report. The initial section of the report, "Stability and Security in Iraq," describes trends and progress towards meeting goals for political stability, economic progress, and achieving a stable security environment in Iraq. The second section of the report, "Security Force Training and Performance," provides indicators of the training and development of the Iraqi Security Forces, including the forces of the Ministry of Defense and the police and other paramilitary forces of the Ministry of Interior. As with the previous report, this is not the single source of all information about the combined effort of the United States, its Coalition partners, and Iraq. The report complements other reports and information about Iraq provided to Congress. The purpose of the report is to address specific concerns and questions raised by Congress in the course of legislation passed earlier this year. The information in this report is made available with the assistance of many departments and agencies of the U.S. Government, the U.S. Embassy in Iraq, and the Government of Iraq.
