Capability Based Evaluations

Abstract

Presentation on capabilities-based evaluations. Why capabilities-based evaluations? In January 2002 the Secretary of Defense cancelled Missile Defense Operational Requirements Documents (ORD); new capabilities were taking too long to get in the hands of the soldiers; requirements were holding up fielding of needed capabilities in the field; the complete test and evaluation process was too long.
