Emerging Threats to National Security

Abstract

Statement of Gregory F. Treverton, Director, Intelligence Policy Center, RAND Corporation, Associate Dean, Pardee RAND Graduate School, before the Permanent Select Committee on Intelligence, given before the United States House of Representatives on February 2, 2005. The testimony dealt with future threats with which the U.S. Intelligence Community will have to deal, focusing on intelligence requirements of 2020. Mr. Treverton identified nine factors driving the requirements of the various agencies: communications revolution, economic globalization, other technological revolutions, revolution in military affairs, identity politics (us versus them), global demographics, environmental concerns, role of state and law, and U.S. foreign policy. He discussed the evolution from traditional intelligence targets of other governments to the emerging transnational targets such as international terrorist organizations and its implication for the future.
