The Bril (De Bril)

Abstract

TNO has developed a tool to analyze complex and dynamic 24/7 organizations like the Directorate Operations of the Ministry of Defense. The tool - called "the Bril" (Dutch for spectacles) - enables analysts to diagnose these kind of organizations in a structured and unambiguous manner from several points of view and looking at both the performance of an organization and the organization itself. The Bril has been based on existing models and theories in the field of organization diagnoses. The points of view of the Bril are: strategy. Organization and structure. Cooperation and culture. Leadership and management. Personnel and training. Systems and layout. The Bril can be used as a guideline and checklist when interviewing staff members. The use makes it easier to compare organizations. Next steps will be to validate the Bril and to define performance measures.
