The Standing Joint Force Headquarters: A Planning Multiplier?
Abstract
The Standing Joint Force Headquarters (SJFHQ) provides a planning multiplier by bringing both joint and regional expertise to the Joint Task Force Headquarters (JTFHQ), thereby increasing its capabilities. These capabilities assist in the rapid establishment of a fully functional JTFHQ, allowing for quicker reaction and crisis action planning. Still, the SJFHQ must overcome certain inherent vulnerabilities that may inhibit the successful integration of the two headquarters elements in becoming a cohesive planning organization. This monograph describes the historical events and policy that led to the requirement by the Secretary of Defense for each Regional Combatant Command to establish a SJFHQ. The monograph examines the following topics: the model presented by Joint Forces Command for the organization and responsibilities of the SJFHQ; the methods of employment the SJFHQ could use to respond to crises throughout the world; the integration of the SJFHQ into an existing headquarters, the Army Operational Headquarters; the organizational structure of the newly transformed Army Operational Headquarters; differences between the SJFHQs at different Regional Combatant Commands; and the capabilities the SJFHQ brings to the JTFHQ in support of the Army Operational Headquarters. The author concludes that the joint and regional expertise brought by the SJFHQ allows for the more rapid establishment of a cohesive and functioning JTFHQ.
