The Italian Army and Effects-Based Operations: A New Concept for an Army of Use
Abstract
This monograph explores the parts of the emerging concept of Effects-Based Operations (EBO) that are relevant to the Italian Army and its future. Specifically, given the experience of the Italian Army in stability and reconstruction operations, its organizational structure, and the unique capabilities expressed by its soldiers, the author searches for a viable translation of the EBO construct to facilitate ongoing and future operations. EBO could have great importance for the Italian Army by providing a framework for further transformation. In addition, there is a constant necessity for the Italian Armed Forces, especially the Army, to maintain a common doctrinal understanding with its allies and partners. The author analyzes the adaptations that the Italian Army has gone through during the last 15 years, with a focus on the conduct of stability and reconstruction operations. He investigates the distinctive elements of, and problems with, EBO. Finally, theory and practice are merged to see if the Italian Armed Forces' operational experience can provide a nationally adapted form of EBO. The author argues that the Italian Army has conducted stability and reconstruction operations in a way that generally follows the EBO approach. Therefore, established practice can serve as a model for EBO conducted in the lower (non-war fighting) range of the operational spectrum.
