Legislation Relating to the AAF Personnel Program, 1939 to May 1944

Abstract

The outbreak of the European War in September 1939 found the Air Corps far weaker in planes and personnel that the air arm of any other great powers. By May 1944, however, the United States had built the world's largest military air force. The intervening years witnessed an extensive legislative program which made such development possible.
