Abstract

In Livingston's study of the Industrial Relations functions currently in use in IHI it became clear that although not identified as such these functions-comprise an-Integrated- Personnel System' which is a vital part of the production system of the IHI shipyards. This "Personnel System" consists of many facets, each contributing to the overall personnel-orientation of IHI and the Japanese shipbuilding industry. The Final Report of which this report is a summary examines each of these facets in detail and attempts to place all of the aspects of this "personnel system" into a logical context. The elements of the "Personnel System" are as follows: Basic Organization Structure Operating Practices Pay Rates Benefits Personnel Welfare Systems Management/Labor Relations Training
