Vendor Furnished Information (VFI); National Marine Standard VFI Guidelines

Abstract

In February 1997 the National Shipbuilding Research Program (NSRP) Panel SP-6 tasked Avondale Industries Inc. (AAI) to develop guidelines for the timely and accurate transfer of information between vendors and shipyards during the ship acquisition process. M. Rosenblatt & Son, (MR&S) along with First Marine, were subcontractors to AII in this project. The goal of this work is to reduce the time for the design, acquisition, construction, and repair process in the U.S. shipbuilding industry. One of the factors behind the competitive advantage shared by most international shipbuilders over those in the U.S. is the length of time of the shipbuilding cycle from inquiry and/or order to delivery of the ship. The practice followed by most U.S. shipbuilders is to develop a "new" design for each inquiry. This often results in designing the ship twice. Shipyards typically develop the preliminary and contract designs by using general descriptive data for equipment specified in the contract documents. This descriptive data is insufficient to properly support development of post- contract documents. During the detail design phase, additional information on vendor furnished items is necessary and the design must be modified to account for the detailed information provided. These modifications can amount to a total redesign of the vessel.
