Developing Education and Training Requirements for the Systems Planning, Research, Development, and Engineering/Systems Engineering Career Path

Abstract

This paper presents IDA's participation in a review, conducted during FY 2004, of systems engineering-related education and training for the acquisition workforce. The purpose of the review was to determine ways that the education and training could be revised or updated to achieve better implementation of systems engineering on acquisition programs. Most of the work centered on the courses offered within the Systems Engineering (SE) career path of the Systems Planning, Research, Development and Engineering (SPRDE) career field. This paper begins with background leading up to the review, summarizing recent changes to DoD acquisition policy and SE policy. The remainder of the paper documents the implementation of the review, highlighting IDA's participation. It includes proposed revisions and updates to the SPRDE/SE position category description, certification requirements, and other education and training-related resources as well as guidance regarding certification course content.
