Measuring Stability and Security in Iraq
Abstract
This report is divided into three sections. The first section, Stability and Security in Iraq, describes trends and progress toward meeting goals for political stability, strengthened economic activity, and a stable security environment in Iraq. The second section, Iraqi Security Forces Training and Performance, describes progress in the training, development, and readiness of the Iraqi Security Forces (ISF), including the forces of the Ministry of Defense (MOD) and the police and paramilitary forces of the Ministry of Interior (MOI). The third section, Transition, describes the transfer of security responsibility from Coalition forces to the Iraqi government, including prerequisite conditions and criteria for assessing the readiness of provinces to assume responsibility for security. force rotations.
