The National Shipbuilding Research Program. Environmental and Occupational Safety and Health Inspections: A Guide for Shipyard Managers and Employees

Abstract

This document is intended to provide, in outline form, legal advice concerning the various factors that shipyards should consider with respect to facility inspections relating either to environmental (e.g. clean air, clean water, hazardous waste) or occupational safety and health (hereafter referred to as OSHA l) issues. The outline discusses steps that shipyard legal and environmental department personnel, managers and employees should take generally (even when no particular inspection is expected), as well as steps that should be taken when a particular inspection is anticipated, is occurring, or has recently occurred. The outline is devoted primarily to issues raised by federal environmental and occupational safety and health statutes. Additional requirements imposed by state or local laws may dictate that other steps be taken. These requirements should be considered in implementing procedures for a particular shipyard to follow in the context of environmental or OSHA inspections. Additionally, the outline references various checklists and other materials that should be reviewed in the context of specific types of inspections (e.g. those related to compliance with OSHA, the Clean Air Act, the Clean Water Act, etc.). Finally, a shipyard safety and environmental agency inspection checklist is included as an appendix to this document. This checklist was developed to serve as ready reference for the shipyard contact during an inspection by a safety or environmental agency.
