The Department of Defense Must Use Humanitarian Activities as a Force Multiplier and as a Means of Promoting Stability in Developing Countries

Abstract

The current instability and chaos in the developing new world order demands a rethinking of U.S. policy on foreign assistance. Military forces will play an integral role in developing and carrying out that policy and must at the same time develop ways to do more with less. The Department of Defense has in place a variety of authorities that it can use to maintain its training base and to implement interim measures calculated to resolve the underlying causes of instability in developing countries. The Department of Defense must make full use of these authorities while pressing for the development of an integrated, comprehensive national strategy to promote stability.
