Strategic Mobility 21 Project Management Plan

Abstract

This Program Management Plan (PMP) defines program management processes, initial functional capabilities, and technical development of the Strategic Mobility 21 (SM21) program. SM21 is a consortium of public and private, governmental and non governmental, academic, and other parties to develop and demonstrate emerging processes and technologies to expand the productive capacities of Southern California ports while balancing regional quality of life issues. The SM21 Joint Operational Concept Document (JOCD) introduced SM21 as a Joint Advanced Logistics Technology Demonstration (JALTD). This PMP further defines the JALTD and management of the 4 year program. The JALTD, managed as a modified DoD Advanced Concept Technology Demonstration (ACTD), will follow the basic guidance for development and execution of ACTD programs. The Joint Power Projection Support Platform (JPPSP) demonstration is the inland dual use component of the Agile Port System (APS) concept, developed by CSULB's Center for the Commercial Deployment of Transportation Technologies (CCDoTT).
