Predictive Battlespace Awareness: Linking Intelligence, Surveillance and Reconnaissance Operations to Effects Based Operations

Abstract

Today, both traditional and non-traditional Intelligence, surveillance and reconnaissance (ISR) assets are not postured to effectively support effects based operations (EBO). Specifically, ISR should be focused to perform confirmation rather than discovery missions. Although elements of this idea occur in doctrine it is only now, after experience in Afghanistan and Iraq, that the separate elements of ISR are moving toward a predictive environment. More significantly, the link between anticipatory ISR and EBO is starting to emerge. The approach to this issue will be to describe and expand upon existing doctrine. The paper will identify such doctrinal sources as Joint, Multi-Service or Service doctrine for clarity. It will describe the elements of Predictive Battlespace Awareness (PBA) and how they are linked to EBO. It will show current shortfalls in the PBA process and describe possible means of improvement.
