Report on 2005 Defense Base Closure and Realignment Implementation

Abstract

The National Defense Authorization Act for Fiscal Year 2002 amended the Defense Base Closure and Realignment Act of 1990 (Public Law 101-510) to authorize a round of closures and realignments in 2005. The Commission forwarded its report and recommendations to the President on September 8, 2005. On September 15, 2005, the President approved the Commission's recommendations and forwarded its report to Congress. Since Congress did not enact a joint resolution of disapproval within the review period provided by the BRAC Act on November 9, 2005, the Department became legally obligated to close and realign all installations recommended for closure and realignment in the Commission's report. In accordance with the BRAC Act, the Department is now in the process of initiating activities to ensure it implements the recommendations within the statutory six-year period which will end on September 15,2011. This report addresses reporting requirements specified in Section 2907 of the BRAC Act, as amended by Section 2831 of the National Defense Authorization Act for Fiscal Year 2006 (P.L. 109-163).
