Strategic Goals Implementation Plan 6.1

Abstract

The first review of the AT&L Strategic Goals Implementation Plan was held February 23. Senior leaders had accomplished much, knew where their tough spots were, and engaged in discussions that surfaced many cross-cutting issues. Highlights of this fruitful meeting follow. With respect to examples of major accomplishments, we have: Updated competencies for the AT&L career fields and have completed program management and logistics. Implemented a robust WebCast program to provide timely training on critical acquisition initiatives, such as Concept Decision/ Evaluation of Alternatives, Systems Engineering, and Accountability and Management of Military Equipment. Developed four Concept Decision pilots and Evaluation of Alternative task forces to help align our acquisition agenda with the Department's core values, policy objectives, capability needs, and resources. Established three Capital Account pilots and are developing the metrics needed to accurately track program execution. Shaped the investment portfolio in support of QDR defined needs and moved more than $1.5B to start focused DoD programs in: Biometrics; Human, Social, Cultural, and Behavioral Modeling; Power and Energy Initiatives; Clandestine Tagging, Tracking, and Locating; Airborne Communication Relay; Networks; Hyperspectral; Computational Research and Engineering Acquisition Tools and Environments (CREATE); GPS Alternatives; Joint Integrated Fire Control; and Manufacturing Technology. Initiated a new enterprise-wide Reliance 21 Science and Technology (S&T) planning process. Doubled funding for the National Defense Education Program.
