Fort Devens Feasibility Study for Group 1A Suites, Final Feasibility Study Report, Cold Spring Brook Landfill Operable Unit

Abstract

The U.S. Army Environmental Center directed ABB Environmental Services, Inc. (ABB-ES), under Contract No. DAAA15-91-D-0008, to conduct a Feasibility Study (FS) to evaluate alternatives to reduce potential human health and ecological risks at the Cold Spring Brook Landfill Operable Unit at Fort Devens, Massachusetts. The Cold Spring Brook Landfill Operable Unit consists of the Cold Spring Brook Landfill and adjacent Cold Spring Brook Pond. The Cold Spring Brook Landfill is identified as Solid Waste Management Unit 40 in the Fort Devens Master Environmental Plan and as Area of Contamination 40 in the Federal Facility Agreement (Interagency Agreement) between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA). The purpose of this FS Report is to: * establish response objectives to reduce actual or potential risks to human health or the environment at the Cold Spring Brook Landfill Operable Unit; * identify the types of response actions necessary to achieve response objectives; * identify and screen specific remedial technologies that may be capable of attaining response objectives; * develop and evaluate a range of remedial alternatives based on those technologies; and * compare the alternatives with each other in accordance with criteria recommended by USEPA.
