Options for Using Military Waiver Information in Personnel Security Clearance Investigations

Abstract

The Defense Personnel Security Research Center was tasked by the Defense Security Service to identify methods for incorporating military waiver data into personnel security clearance background investigations. Background investigators may be able to reduce investigative resources and obtain criminal and civil records, drug and alcohol records, and other relevant information by accessing military waiver data. At the very least, waiver records can supplement security clearance investigations. At best, waiver records may alleviate investigative leg work by reducing redundant investigations. Locations of data and the extent to which the data can provide useful information for investigators are provided. Recommendations for waiver incorporation are made based on the review of these data sources.
